House Advances Bill to Increase Transparency in Advocacy for International Corporations

The Oklahoma House of Representatives today advanced House Bill 2762 off the House floor by a vote of 87-5. Also known as the International Corporation Agent Political Activity Oversight Act of 2025, this measure is aimed at strengthening transparency and accountability in lobbying efforts by individuals representing international corporations.
Authored by Rep. Trey Caldwell, R-Faxon, the bill prohibits individuals from advocating to influence state laws or seeking state funding on behalf of an international corporation unless they have formally registered as an international corporation agent with the Oklahoma Office of the Secretary of State. The registration process requires a completed filing and a $25 fee.
“This legislation ensures that those seeking to influence state policy on behalf of international corporations do so in a transparent and accountable manner,” said Caldwell. “Oklahomans deserve to know who is advocating for changes in our laws and state funding, especially when foreign interests are involved.”
Persons operating under a national security agreement with the Committee on Foreign Investment in the United States (CFIUS) are exempt from these requirements.
HB2762 now moves to the Senate for further consideration.
